New was an android constructed by a Romulan scientist, Dr. Rebban.
Initially New was an experiment to see if a positronic matrix could be used as the main computer core of a starship. However, certain concerns were raised about an independent AI choosing to contradict the orders given by the commanding officer; or even the AI taking over all functions of a ship and handing that ship over to an enemy rather than sacrifice itself for the empire. Such concerns could not be addressed to the satisfaction of the Romulan Senate, therefore Dr. Rebban took another course with her experiment.
Said course involved creating a body for the positronic matrix and make a complete android with superior strength and intelligence. The experiment was a success, but still the Romulan Senate wanted assurances that the android would not pose a risk to the security of the Romulan Empire. As a result the android, named Nu'Ral by Dr. Rebban after her late son, was to be turned over to the Tal'Shiar. The intention of the Tal'Shiar was to program Nu'Ral to be a spy, with safety protocols installed to prevent disloyalty or tampering.
At the discovery of these intentions, Dr. Rebban enlisted the aid of her primary research assistant (also an agent working for Star Fleet Intelligence), to prevent her newborn "son" from being subjected to the reprogramming. Her assistant, P'tren (a.k.a. Jim Groat), arranged with his contacts in the Federation Embassy to get the good doctor and her son out of Romulan space as quickly as possible. The night before the Tal'Shiar were to take possession, Rebban, Agent Groat, and Nu'Ral left boarded a neutral cargo vessel and left Romulus.
The Tal'Shiar, not being dissuaded, pursued the scientists and their creation. They intercepted the cargo vessel at the border and opened fire. During the attack the cargo vessel managed to get across the neutral zone and into Federation space, but not before being disabled. The three fugitives boarded an escape pod and ejected into space in a vane effort to escape, but the pod was captured in a tractor beam. Just then the Star Fleet vessel that was to rendezvous with the cargo vessel arrived, and seeing the ship in distress and the escape pod in the tractor beam, challenged the Romulan vessel.
The Romulans, not responding, began pulling the escape pod toward its shuttle bay. The Star Fleet vessel, the U.S.S. Minotaur, made an attempt to transport the three from the escape pod, but at the same time the Romulan vessel deployed a scattering field. Only one signal was claimed by the Star Fleet transporters, and Nu'Ral was rescued. Once the Romulan ship had completed capture of the escape pod, it cloaked and entered warp.
With recent political support in the Federation, and rights for AI's being granted in the past, Nu'Ral was officially recognized as a sentient being and therefore not subjected to invasive procedures by Star Fleet Intelligence. However, Nu'Ral was debriefed by Star Fleet Intelligence and then allowed provisional freedom, under the identity of New. Not knowing what had become of his "mother," he requested help from the Federation to find out. This request has yet to be answered.
After years of appeals to Star Fleet and the Federation Council, New became a Federation citizen. Sponsored by a Lieutenant Commander Alexandre, of the U.S.S. Minotaur, New joined Star Fleet. He has distinguished himself well against the Borg in the battle to retake Sector 001. He also proved his worth in the recovery of Borg technology in the PC-963 nebula. He has taken part in many missions since, rising to the rank of Lieutenant Commander and Chief Tactical Officer of the U.S.S. Gettysburg.
New was damaged during the incident at Outpost 10, where Captain Torgh was killed in action. With First Officer Commander Yvette also being off ship, New took temporary command of the Gettysburg, despite the damage he sustained, damage for which he earned a Purple Heart.
Following this incident, New was promoted to full Commander and Second Officer of the Gettysburg, thanks to the efforts of his new commanding officer, Captain Derrick Grant. He then received the Diamond Star for his actions during the Battle for Starbase 157. New was then assigned to the U.S.S. Darwin as First Officer.
This assignment was not to last, however, as he was transferred to Earth after only one mission. There he was reassigned to Sector 001 Security as the Senior Security Analyst, directly under the command of Rear Admiral Derrick Grant, his former commanding officer aboard the U.S.S. Gettysburg.
New has no external device for deactivation (no “off” switch).
New has an active “firewall” that prevents connections to his positronic matrix he does not allow.
New’s positronic matrix can be accessed through a via a fold out panel on the back of his neck. Opened by pressing the control at the base of his skull and opening downward.
