A fleet commander (or FC) is a military title usually given to an officer that commands a number of different units or vessels.
Star Fleet
In the Federation Star Fleet, a fleet commander refers to an officer that has operational control of more than one battle/exploration group. The fleet commander is a flag officer, usually of Vice Admiral or Admiral rank who is typically headquartered at a starbase but may travel when necessary. The starship upon which the FC sets up their mobile command center would serve as the flagship of that fleet.
