The Ullians are a humanoid race native to the Ullian homeworld. They are telepaths with a vested interest in learning the memories of other species. They have the power to enhance and recover lost memories.

Anatomy and Physiology

The Ullians are physically similar to Humans. The sides of their skulls have a pronounced hairless bulge, most likely related to their telepathic centers.

Ullians are capable of telepathically reading most humanoid species, although other telepathic species such as the Betazoids have difficulty in reading Ullian minds.

Medicine

Ullians have developed a wide range of effective natural herbal and homeopathic cures for their physical ailments. They are also superb battlefield surgeons as a result of a thousand years of almost continuous warfare.

Society

Clans

The major clans of Ullia are the Anarios, the Brethirenos, the Carfelos, the Dastarios, the Genijakos, the Jharethos (no longer exists), the Hertusdekios, the Machetprasos, the Premardeos, the Relinarkos (The Priesthood of Light), the Therastos, the Utherios, and the Zedatheros.

Detailed Clan descriptions:

  • Jharethos: The clan of Mind Lord Dreath Brivinara Jharethos; self styled Emperor of Ullia. The lands of this clan were reduced to radioactive wasteland after a Klingon warship suicided into the clan’s capital city of Jareth at the end of the mind wars. Bereft of their ancestral lands, survivors of the clan have been assimilated into other Ullian clans and clan Jharethos has effectively ceased to exist.
  • Relinarkos: Also known as ‘Priesthood of Light’, this clan is an ancient Ullian priesthood dedicated to the preservation of peace and harmony throughout Ullia. The priesthood believe that Ullian mental powers should be used for the good of all and not personal gain. The clans Members originate from all other Ullian clans; upon receiving their ‘calling’ new clan members are sterilized as part of their dedication ceremony. This is known as ‘The Sacrifice’. Also with the exception of the Ullian capital city Relinark, the Relinarkos do not possess an ancestral homeland.
  • Therastos: During the Mind Wars, this clan successfully withstood being enslaved by the Mind Lords by a combination of geography (their lands are extremely mountainous) and strict adherence to the Ullian ‘Code of Light’. As such their clan also became a safe haven for the ‘Priesthood of Light’ during the great persecution and the combined ‘Memory Libraries’ of the two clans enabled clan Therastos to field a disproportionate number of ‘Adepts’.

Naming Conventions

Ullian naming follows a set convention as follows. The child’s first name is selected by the parents, their middle name is a patronymic derived from their fathers chosen name and a gender suffix; These are ‘ara’ meaning ‘son of’ or ‘ien’ meaning ‘daughter of’. Finally Ullian’s have a third name which is that of their clan.

On marriage a woman of a different clan becomes a member of her partner’s clan. In general usage Ullian’s tend to drop their clan name; reserving that for use on formal occasions.

People

Adepts

Adepts are masters of a broad breadth of Ullian mind powers. Famed for their powers of memory manipulation, the adepts in fact possess a broad range of mental abilities with the exception of telekinesis. Ullian adepts are trained from an early age by priests from clan Relinarkos and instructed in the ‘Code of Light’. In addition Adepts practice homoeopathic medicine and the martial arts. Their role is the protection of Ullian society and in particular the suppression of those who abuse their mental abilities. They act as arbiters within Ullian society, and spies and diplomats outside it.

Since 'The Great Peace' Adepts are also the only remaining dedicated military organization within Ullian society.

Dark Adepts

These are those Adepts who are operating outside of the ‘Code of Light’ believing that ‘might is right’; using their powers entirely for personal advantage. Amongst Ullians the level of mental power varies widely and the vast majority of the population have relatively weak mental ability. Powerful Dark Adepts are able to use the various forms of mind rape to enslave and or compel Ullians of lesser ability.

Whilst Dark Adepts have always been an issue in Ullian society and the instigators of much misery and bloodshed. These individuals tended to be anarchistic in nature and could usually be countered by a group of Adepts acting in concert. The Dark Adepts only became dominant in Ullian society after the ‘Dark Heresy’ began the rise of the ‘Mind Lords’.

Mind Lords

The ‘Mind Lords’ were without doubt the greatest evil ever to blight Ullian Society. First appearing at the time of the 'Dark Heresy' they used involuntary siphoning to grant themselves extraordinary mental powers. Mind lords were then able to use the full range of other 'mind rape' techniques to enslave entire populations.

Culture

For the most part, the Ullians are a gentle, honest, and friendly people. They have a great passion for their work, but do not wish to coerce other species into participating if they are not willing.

Religion

The Code of Light is an ancient Ullian priesthood dedicated to the preservation of peace and harmony throughout Ullia. The priesthood believe that Ulian mental powers should be used for the good of all and not personal gain.

Education

Ullian education is achieved via a variant of voluntary memory modification. Students practice a meditation technique in which they receive firsthand the stored memories of experts in their chosen field. Although Ullians assimilate theory very quickly in this manner practical experience is still required for a student to become skilled in their chosen field.

Technology

With the exception of the development of the ‘Ullian Memory Crystals’ until relatively recently Ullia has not been a technologically based society. However since first contact in 2077, Ullian society has rapidly assimilated captured Klingon technology and built upon it. The rate of Ullian advancement since that date has been nothing short of astonishing. Between their own efforts and memories acquired from other species, they are able to match the Federation’s technology in all areas except medicine, where they prefer to pursue homeopathic and herbal alternatives.

Ullian Memory Crystals

These multicoloured crystals are 'grown' using a complex technique developed by the memory council. They are used as a physical medium of storing memories and can be 'read' with ease by telepaths or empaths.

Government

Ullia is ruled by members of the Relinarkos clan which is also known as the 'Priesthood of Light'. It is important to understand that the priesthood is in identified as a 'clan' within Ullian culture and has the majority of rights and privileges of other clans.

The ruling Theocracy is entirely made up of members of this clan, it is true to say that all Theocrat's are priests but not all priests are Theocrat's. Strangely for a religious organization, all positions within the Theocracy itself are elected by vote, and not by appointment.

It is not however entirely a popularity contest. Candidates are expected to achieve a level of education (as determined by the Theocracy for each position) appropriate to a position before they may stand. All those standing for a particular position are entitled to vote, but may not vote for themselves. In this way any Ullian who receives the 'calling' may join the clan, become educated to the appropriate degree, and then stand for any position in the Theocracy. Terms of office are 10 years.

The theocracy employs the following ranks from lowest to highest:

  • Associate (Trainee)
  • Novice (Team member/Servitor)
  • Brother (In charge of a team/Assistant Priest)
  • Chaplain (In charge of a office/Priest of a community)
  • Priest (In charge of divisions/Senior Priest of a diocese)
  • Arch Priest (In charge of departments/Senior Clan Priests )
  • Councilor (members of the Ruling Council)

A lengthy debate within the Federation too place as to whether this form of government could truly be regarded as representative enough for Ullia to become a member. Ultimately it was decided that, as any Ullian could rise to become a Councilor and because there was an election at each step along the way, that the Theocracy represented a unique government form which was none the less representative in nature.

Attempts have been made to persuade Ullians to adopt a more democratic system but these have been entirely unsuccessful.

Memory council

Formed by a decree of the Council of Theras the memory council is the guardian of the consolidated memory libraries and the Ullian educational system.

History

Before the 21st century, the Ullians were a violent people. Telepathic memory invasion was a common occurrence. By the end of the 21st century, they had become peaceful, and instances of memory invasion were virtually eliminated, although some members of Ullian society still practiced that form of rape.

By 2368, the Ullians had embarked upon an ambitious plan to construct a library of memories from species across the Federation and beyond. Several Ullians, including Tarmin and Jev, were trained in telepathic memory retrieval and used the ability to reconstruct and collect memories. It was hoped the memory library would be not unlike a repository of oral histories. One group of Ullians visited eleven planets in eight star systems including Melina II, Nel III, and Hurada III. Kaldra IV was also a planned stop. Before the Ullian delegation arrived at Kaldra IV, Jev was found guilty of committing telepathic memory invasion against several members of the USS Enterprise-D crew, bringing a temporary interruption to the research.

Time line

The Pre-Feudal Period (before 1200 BC):
Much of Ullian Knowledge before 2098 is lost. Pre-Feudal Ullian culture was believed to be widely scattered and tribal in nature. Unusually it seems that ’The Code of Light’ was widespread and no other religion was practiced. Of course memories surviving from the period are largely from the clan libraries of clan Therastos and clan Relinarkos.

The Feudal Period (1200 BC -1000 AD):
As rising populations created larger communities, tribal skirmishing developed into open warfare. In an attempt to curb this, the ‘Priesthood of Light’ anointed the Adept leaders of the 12 largest cities as Clan Heads, effectively creating them Kings but also establishing the authority of the priesthood over political leaders.

The clan heads became the heads of a feudal system and the priesthood preached the concept of Divine Right, effectively saying that any ruler who breached the ‘Code of Light’ would lose the mandate of the creator and therefore the right to rule his or her people. As a result the priesthood was able to prevent many, but sadly not all, warfare between the clans.

The Dark Heresy (952 AD -1000 AD):
In this period, an Ullian female and sufferer of a rare and incurable disease discovered the ‘Mind rape’ method known ‘Siphoning’. Through the use of her personal charms and the use of this ability she succeeded in creating a telepathic bond with several lesser Dark Adepts. The bond allowed her to ‘siphon’ their mental energy to herself, boosting her own abilities and lessoning their own. It also had the effect of extending her life. In exchange, she taught her followers the technique so that they could siphon the energy of others. She declared herself as the ‘messiah’ of the ‘Code of Strength’ and set about creating a new religion for the first time in Ullian history. The central concept of the creed being ‘Might is Right’.

The Dark Messiah swiftly consolidated her gains subverting several clan leaders and replacing several others. Her followers also persecuted the peaceful members of ‘Priesthood of Light’ (Clan Relinarkos) wherever they found them. Soon the only clans not to be ruled by one of her followers was clan Therastos and clan Relinarkos.

It is thought that she was preparing the final subjugation of both these clans when her illness finally killed her. Through use of the siphoning technique the ‘Dark Messiah’ had extended her life at least 40 years.

Mind Wars (1000 AD to 2076 AD):
Effectively the medieval period of Ullian history, the period of the ‘Mind Wars’ is also known as the ‘Dark Millennium’. During this period Ullian society was dominated by ruthless Dark Adepts known as the ‘Mind Lords’ (‘Dark Adepts’ of great power) who rose to control the Ullian feudal system. Eventually the ‘Mind Lords’ become the rulers of 11 of the 13 major Ullian clans; the two exceptions being clan Therastos and clan Relinarkos.

The 'Mind Lords' continually conducted warfare against their peers; ruthlessly expending their slaves to fulfill their personal ambitions and desires. Their creed was the rule of the strong and they regarded themselves as superior to the common Ullian.

First Contact (2077 AD):
In 2077 Mind Lord Dreath Brivinara Jharethos made first contact with an alien race. A Klingon warship landed on Ullia near Jhareth; mistakenly thinking that the Ullian medieval culture would be easily conquered. The 'Dark Adept' Dreath Brivinara, 'Mind Lord' of clan Jharethos swiftly used his prestigious mental powers to seize control of both the ship and the memories of its crew.

The Persecution (2077 AD to 2093 AD):
So began a period of the 'Mind Wars' known as the 'Persecution', this is effectively a brief imperial age. Using Ullian psionic education techniques, clan Jharethos quickly assimilated the Klingon’s technology and Dreath Brivinara Jharethos declared himself ‘Emperor of Ullia’. In the next 11 years he conquered Ullia by ruthlessly destroying all competing 'Mind Lords' and enslaving their populations. In some cases other 'Mind Lords' were able to capture both technology and valuable memories from the Emperors forces, but always too little, too late. During this time the lands of Clan Therastos became a refuge for survivors of his conquests and as a result the Therastosian armed forces also gained limited access to Klingon technology, although naturally Dark Adepts were not made welcome. Dreath Brivinara had made the pragmatic decision to subdue all other opposition before attacking the Therastians with their high number of trained Adepts.

When the assault of Dreath Brivinara's slave armies finally came in 2089, Clan Therastos was well prepared. The defending forces fought hard against impossible odds; after 4 years of bitter fighting the defending forces were eventually driven into their final refuge in the deep mountains. In 2093, the Emperor committed his captured Klingon warship to expend the last of its ordinance to pound Therastosian positions into submission. It soon became apparent to the defenders that the only viable options seemed to be surrender or die.

The Death of the Emperor (2093 AD):
In desperation the ruling council of Therastos determined that their only method of survival was to kill the Emperor. If successful, this single act could end the 'Mind Wars' forever as the emperor himself had already wiped out the other 'Mind Lords'. The thirteen most powerful Adepts where asked to volunteer for what was in essence a suicide mission.

By this time the cumulative mental ability of the Emperor was so great that it was thought the only method to kill him would be first to disable his powers using the venom of the Veraka snake. Armed with their snakes the Adepts infiltrated the Emperor's palace in Jhareth city.

It is believed they were successful, for in late 2093 the Emperor's mental powers suddenly failed and the 'Persecution' was over; releasing his slaved armies from their compulsion, including the survivors of captured [[Klingon’’ crew. The shamed Klingons apparently decided it was better to die with honor than return to Qo’noS and suicided their vessel into Jhareth city. This created the single largest explosion ever to be detonated on Ullia; completely destroying Jareth and its immediate environs and leaving no survivors. The blast was so powerful that it created earth tremors which were felt in the Therastosian Mountains. The lands of the Jarethos are irradiated to the present day and the few survivors of that clan have been assimilated into other clans. No doubt the Klingon crew has joined the 'Black Fleet' with great honor.

The Council of Theras (2098 AD):
The council of Theras was held by the survivors of the ‘Mind Wars’ in order to oversee the reconstruction of Ullia and put mechanisms in place to endure the days of the ‘Mind Lords’ would never return. It was here that Ullian society transformed itself to establish the ‘Great Peace’ bringing millennia of vicious clan warfare to an end forever.

The major conditions were as follows:

  • Clan Relinarkos (The priesthood of Light) would form a Theocracy to rule Ullia.
  • Clan Jarethos was officially recognized as having been effectively destroyed, all surviving clans were ordered to adopt all Jarethosians sheltering within their lands. Those lands that remained habitable would be ceded to adjacent clans.
  • A city to be called ‘Relinark’ was to be built to become the spiritual and political centre of Ullia. It was decided that it would be sited in a part of the former Jarethosian territory which had not been irradiated by the Klingon attack. For the first time clan Relinarkos would hold land of their own. A strong caveat was agreed that these holdings would never be allowed to expand beyond the city itself, although it was recognized that the city would expand in time.
  • A monument remembering clan Jarethos and remembering the innumerable victims of the ‘Mind Lords’ would be built so that Ullia might never forget them.
  • The clans would cede the majority of their political power to the new theocracy.
  • Members of the Clan Relinarkos would be sterilized in order that the new theocracy would remain representative of the other clans and not become a hereditary ruling body.
  • Members of Clan Relinarkos were forbidden from carrying arms or receiving martial training of any sort.
  • Henceforth military training would be restricted to the order of Adepts. One chapter house would be established in the territory of each of the 11 surviving territorial clans. A grand chapter house would be established in the new city of Relinark and be staffed by Adepts from the other 11 chapters. This would provide a centralized military command of the Adept Orders and provide immediate support to the Theocracy.
  • A body known as the ‘Memory council’ would be established to consolidate the surviving clan memory libraries and over see the preservation and dissemination of knowledge providing an organizational centre for the both the Ullian education system and its memory libraries. The ‘Memory council’ would remain subject to the Theocracy but contain representatives from all Ullia. To this end a ‘University of the Mind’ was ordered built in Relinark’.
  • It was recognized that further contact with an alien species was inevitable. To that end the dissemination of the surviving memories and knowledge of the Klingon crew members would be a first priority. The Ullian people would strive to build upon that knowledge and thus raise the Ullian technology level to the point where they would not be easily conquered by predatory species such as the Klingons.

The Great Peace (2098 AD to the present):
Established in 2098 ‘The Great Peace’ is the Ullian name for the period of history stretching from the Council of Theras to the present day. It is a period notable for the benevolent rule of the ‘Theocracy’ and for the remarkable peace and prosperity that their adherence to the ‘Code of Light’ has brought Ullia. Also of note is Ullian society’s rapid technological advancement. A long lived race Ullians are still alive today who were born in the medieval society at the time of the ‘Mind Lords’.

The United Federation of Planets is formed (2161):
The Federation is formed, but at this point the Ullians have not yet made contact.

The first Ullian warp capable vessel leaves orbit (2212):
This prototype was built by the memory council to test warp technology evolved from captured Klingon memories. The ship unromantically known as 'Prototype 1' traveled to the edge of the Ullian system and returned successfully.

The Klingons return (2242):
175 years after first contact the Klingons finally return to Ullian space. The Theocracy has prepared well for them however and a network of orbital defense platforms is used to drive the Klingon scout vessel away.

The Klingon Invasion (2243):
The Klingons return with a squadron of 4 battle cruisers; recognizing overwhelming firepower when they see it, the Theocracy sanctions the then Grand Master of the order of Adepts to employ voluntary siphoning to conduct a wholesale memory modification against the attacking vessels. The Klingons return to Qo’noS convinced that the Ullians possess a powerful fleet.

Exploration Begins (2245):
The first Ullian exploration vessel, ‘Listara’, leaves orbit.

Second Encounter (2246):
The Listara encounters a Vulcan vessel investigating intelligence received from Klingon space that a massively powerful fleet is defending this area. It proves to be the first of many friendly alien races that the Ullians meet in their exploration.

Ullia joins the Federation (2323):
The Ullian Theocracy is invited to join the United Federation of Planets and accepts.

Alien Library of Memory approved (2365):
The ‘Memory Council’ debate discussing whether a ‘Memory Library’ should be created to preserve the memories of other species. The pro faction of the ‘Memory Council’ wins the debate and a program to create a library of memories to preserve the memories of non-Ullian’s is begun.

Violations (2368):
A member of the Ullian Memory Archeology team commits mind rape against members of the crew of Enterprise-D. The criminal is returned to Ullia to serve a severe sentence.
