Ralph Offenhouse was a male Human financier, born in 1939, and presumed dead in 1994.

Diagnosed with terminal cardiomyopathy, he had himself cryogenically frozen, in hopes that the future would have a cure for his condition. His body was placed in a space module, which was launched into Earth orbit. However, the satellite broke orbit, and drifted in space for around four-hundred years. The USS Enterprise came upon the satellite in 2364, finding that only three of the cryogenic pods were still operable.

As a financier during his time, Offenhouse was shocked by the fact that humanity currently did not use money. Offenhouse was frustrated by his new surroundings, and his apparent lack of control of the situation.
Offenhouse complained to the Enterprise crew, and criticized the ship, and was scolded by Captain Jean-Luc Picard for inappropriate use of the ship's communications system.

When the Enterprise found themselves negotiating with the Romulans, Offenhouse made his way to the Bridge, and offered Picard unsolicited advice.
The annoyed Captain then later admitted that the advice had actually given insight into the situation, despite the man's disrespect.

Offenhouse and two other revived humans were brought to Earth via the USS Charleston, the man's natural affinity for financial matters later afforded him a position as a Federation ambassador to the Ferengi.
