A transport scrambler (also called a "pattern scrambler") is a device designed to discourage transporter use in a certain area.
The scrambler interfers with the annular confinement beam and rematerialization process, causing the transported object (or unfortunate person) to rematerialize in a random pattern.
Transport scramblers can be programmed to recognize particular signals and only interfere with enemy transporter systems.
