A Base Commander is a Star Fleet Officer in command of one of Star Fleet's bases. The Base Commander oversees the overall operation of a Star Base in the similar manner that a Commanding Officer would oversee the operation of their Star Ship.
The Base Commander is the top of command chain on a Star Base and generally reports to the Fleet Commander.
