The Argelians are a [[humanoid]] species that hail from the planet [[Argelius II]], though natives call the planet "Nelphia." They became members of the Federation in [[2230]].  Outwardly identical to [[Human]]s, the Argelian race is known for its hedonistic, peace-loving nature. This was acquired after undergoing a period in Argelian history known as the "Great Awakening," circa the [[2060s]], which fundamentally reformed their society from violent to peaceful. Since the Great Awakening, the Argelians have adopted a pacifist way of life, deploring any form of violence.   Since this species is so focused on pleasure, they choose to import administrative officials from other worlds to maintain order, rather than doing the governing themselves. Unfortunately, this almost led to a planetary judicial crisis in [[2267]], when three murders were committed. Punishment for this crime dated back to before the Awakening, and would have been death by way of slow torture. Fortunately for the Argelians' morals, the aggressor was a non-coporeal lifeform, and the execution did not go through.   Some Argelians possesses psychic powers, but it is not a common characteristic. Their lifestyle and clothing, along with the architecture of their buildings, has been compared to "Middle Eastern" countries on [[Earth]].

Physically the species is [[humanoid]] with dull brown skin, and few distinguishing features - hairless, and with few noticeable facial features, it is almost impossible for other species to distinguish between individuals of this race.
 
They use surveillance on passing ships for future raids. This is done by special surveillance ships, hiding in nebulae for example, who use sensors to assess the tactical risk of attacking passing vessels and the available loot. They use cloaked ships to sneak up on vessels. They have several different attack patterns, at least the patterns Stealth approach 1 through 4, which use increasing amounts of energy. The Hierarchy is meticulous when it comes to use of energy and resources on its vessels. Every planned use is to be reported and consulted with the Hierarchy, attempting maximum efficiency.
 
A type 3 approach involves four vessels coming up on the target cloaked, decloaking within its direct vicinity and firing a warning shot across the shields. A type 4 approach involves rotating phaser frequencies and firing the first shot a direct hit, before contacting the target and placing an ultimatum.
