It is considered extremely rude to violate the privacy of another’s mind without their express permission, the exception to this would be under order of your Commanding officer, but that would bring ethical and moral issues to bear as well.
 
It is of course fine to pick up random thoughts or read what could be called a person’s ‘public mind’, which is basically their internal dialog. Internal dialog is the voice in your mind, when you are debating or thinking of a way to word something properly, though to be heard by telepaths, you would have to be ‘broadcasting’ this dialogue or emotion. Most telepathic races have natural ability to shield from reading too deeply unless they consciously will themselves to do so. More on this is explained below.
