Following the outbreak of [[Klingon Civil War|civil war]] in the [[Klingon Empire]] in late [[2368]], [[Captain]] [[Jean-Luc Picard]] retreated to this facility from [[Qo'noS]]. At this time, the station was commanded by [[Fleet Admiral]] [[Shanthi]]. Picard successfully persuaded the [[admiral]] to launch a [[blockade]] force from the starbase to the [[Klingon-Romulan border]], to prevent Romulan forces covertly supplying the [[House of Duras]]. Picard's [[task force]] was formed by commandeering all ships in the base's shipyards, along with all ships within one day's travel of the starbase.
