Construction began on the Vrax Class Carrier in 2410, after the end of the Third Romulan Civil War. The successful use by the winning coalition of Pveer Class Attack Vessel as drones in the Battle of Remus convinced the new government of the value of having dedicated unmanned fighter craft. The Nei'rrh Class Fighter was commissioned, with the Vrax Class Carrier as its centerpiece.

At their basic design, Vrax class ships are responsible for the transport and operation of Nei'rrh Class Fighters, but they also serve as large, mobile, self-contained factories. Each vessel is capable of not only the repair of damaged fighters but the manufacture of new craft as well, guaranteeing a steady supply of fighters as needed on the frontlines of a battle.

Pilots fly their fighters from holographic simulators located on the carrier, and when one fighter is destroyed, either by enemy fire or by deliberate crashing into an enemy ship, they simply launch a new one and continue in the battle. It makes for a very effective use of both small craft and pilots. Fighters are cheap and easy to make, but pilots take a great investment of time and money to train.

Vrax Class Carriers are heavily armored and designed to stand strong in head-to-head combat. They lack the maneuverability of warbirds and cruisers however, and typically do not engage the enemy in battle but instead hold a defensive stance. They do not travel alone and are always accompanied by at least one warbird and one heavy cruiser. During times of peace, they remain close to their home ports, venturing out only for maneuvers. During times of conflict, they are kept near the frontlines for quick deployment in battle.
