The Uihvueri was a Romulan terrorist organization whose primary goal was to overthrow the coalition government of the Romulan Star Empire established after the end of the Third Romulan Civil War of 2410. The Uihvueri was formed in 2411 from the remnants of those who fought with Enriov Vaelrith Tei during the war and was led by the telepaths that Tei created during the Third Romulan-Federation War. They were active along both sides of the Romulan Neutral Zone, using the Federation as a safe haven against Romulan patrols, until their demise in 2415.


The name Uihvueri translates into Federation Standard as "The Betrayed."


History

The Third Romulan Civil War ended with the removal of Tei's influence from Romulan politics but without a decisive victory over forces loyal to him. Driven underground, Tei continued to lead his fight against the newly established government, commanding a small fleet of ships and utilizing a strong network of supporters throughout the Star Empire. Many of these supporters turned to terrorist-like activities in hope of lessening the government's popular support by creating civil chaos.


After Tei's death during battle in 2411, his followers split into many smaller factions. They continued their terror campaign, but in a much less effective manner. Within a few months, however, events at Yadalla Prime brought to the Federation's attention that they had reorganized and were strengthening their presence inside the Federation border along the Neutral Zone. Calling themselves the Uihvueri, they came close to effecting the secession of Yadalla Prime from the Federation in hopes that they would be able to use the newly independent planet, populated by descendants of the Romulans who left Vulcan 2000 years ago, as a base of operations against the Star Empire.


The advanced telepaths created by Tei for use against the Federation during the Third Romulan-Federation War were the catalysts for reorganizing Tei's followers and played a leading role in the new organization. The long term goals of the Uihvueri were expansionist in nature, and they opposed the coalition government's treaty of cooperation with the Federation.


In 2413, the Uivhueri began to work together with the Tal'Shiar, who themselves were actively attempting to destroy the government from within, eventually leading to an alliance after the Tal'Shiar seized the Neutral Zone and started the Fourth Romulan Civil War. The strong combination of the Uihvueri's telepaths and the Tal'Shiar's forces kept the war at a deadlock for two years, stymieing efforts by the Imperial Fleet to fight back despite the Romulan government's development its own telepathic program, using Remans.


In 2415, dissension among some of the Uihvueri telepaths in regards to their alliance with the Tal'Shiar became evident. The long-range goals of each faction differed, and they felt they could do better going it alone and letting the Imperial Fleet and Tal'Shiar weaken each other with years of war before striking against both. This split in the leadership caused much in-fighting, and the Uihvueri's effectiveness as a force lessened. Several splinter groups emerged, and the Imperial Fleet took advantage of the situation to hunt down and begin killing the telepaths one by one. After the Tal'Shiar central command on Hdrael 20 was destroyed, leading to their surrender, the Uihvueri dispersed into small groups, each led by one telepath. Within a few months, however, the Imperial Fleet had tracked down and executed the last remaining telepaths and arrested several thousand former Uihvueri soldiers.
