Starbase 173 is a starbase in "Sector 23," close to the Romulan Neutral Zone, built in 2365. This starbase was established in order to support the fleet stationed in the area, and to show a maintained presence close to the Neutral Zone border.

It is a "Regula I" type station, which is known for being scientific research laboratories. This station type was powered by a reactor core, and outfitted with a number of escape pods.

Regula I stations have sections dedicated to geoplastics, gravitronics, and a thermonics section. These station types also had restaurants, a brig, a courtroom, and guest quarters.
