SECCOM stands for "Security Commander" and is the accepted abbreviation for the position (Much like COS is the abbreviation for Chief of Security).
Security Commander's are generally high ranking security officers that are in charge of a large operation or group such as planet security, fleet security, or group security.
On occasion a Chief of Security can use the title for themselves especially if they serve on a large Star Base but generally the COS title would still apply to them as well.
