A personnel officer is in charge of officer and civilian relations, as well as any and all staffing issues.
This person is in charge of recruiting the right people for a job, determining how many officers or civilian employees a starship or starbase needs to be efficient, and determining the best way to increase productivity.
A personnel officer may have influence over who a Captain or Commander hires, and is generally the signature on the transfer forms.
This position and its responsibilities are often folded in to the First Officer's position and responsibilities.
