In Star Fleet, A Non-Commissioned Officer refers to a senior enlisted crewpersons of rank Petty Officer 3rd Class or above.
It is the NCO's job to supervise, and mentor lower enlisted crewpersons, as well as serve as the right hand to the Officer in charge of the unit.
Historically, NCO's were considered the backbone of the military forces of the early 18th to late 22nd Century Earth and were utilized both as administrative, and combative leaders in multiple countries of that time.
