The High Council (also referred to as the Imperial Command or High Command) is the legislature and ruling body of the Klingon Empire.

Located in the Klingon capital of Qo'noS, the First City, it was comprised of some two dozen representatives of the most powerful houses and headed by a Council Chancellor.
The members of the Council are charged with overseeing the welfare of the Klingon Empire and its citizens, with each member usually heading a major department.

When the Council is summoned to determine policies, the input from each department head will be used. They meet in the Great Hall.


The Council has a long history of political intrigue, as the Great Houses battle for control over the Empire. Assassinations, duels, and hostilities were common during power struggles.

When the Council Chancellor is deposed, either through assassination or other means, a "Rite of Succession" is performed to instate the new Chancellor.
As with all Klingon occasions, a dose of honorable battle is inevitable, after which the two remaining contenders are to fight it out for the coveted position.


Notable Events

  • The High Council seized its true power after the death of the last Emperor in 2069.
    It then became a hotbed of intrigue and dissent, due to inter-House in-fighting, which led the Empire to civil war numerous times over the centuries.
  • When K'mpec died in 2367, he was the longest ruling chancellor in Klingon history.

  • Second Empire: Mowga
    During his reign, he ordered a fleet of Klingon warships to invade and conquer the Breen. The fleet was never heard from again.
  • 2140s - 2151: Unnamed
    Was present when the Enterprise, NX-01 brought a Klingon courier back to Qo'noS. The chancellor cut the courier's palm, to retrieve evidence of subterfuge that was hidden in the man's blood.
  • 2153: Unnamed
    Was noted for saying that the Enterprise Captain's death sentence should have never been commuted.
  • 2154: M'Rek
    Rumored to be fond of Orion slave girls.
  • 2257: L'Rell
    Styled herself as "Mother of the Klingon Empire" after a failed coup
  • 2293: Gorkon
    Pursued peaceful relations between the Klingon Empire and the United Federation of Planets, but was assassinated just prior to the start of the Khitomer Conference.
  • 2293: Azetbur
    Daughter of Gorkon, and continued her father's attempts to achieve peace.
  • 2367: K'mpec
    Ruled with an iron fist, though his influence waned as he grew older. He was the longest-serving Chancellor when he died in 2367, revealing on his deathbed that he had been poisoned.
  • 2367 - 2375: Gowron
    Ruled during the Klingon Civil War, Klingon-Cardassian War, and the Dominion War. He was killed by Worf in 2375.
  • 2375: Worf (immediately abdicated)
    Challenged Gowron for leadership, citing faulty battle planning, dishonorable conduct during wartime, and poor strategies that intentionally
    jeopardized Klingon lives. After a brief battle, Worf killed Gowron, and was rightly the new Chancellor. He immediately gave his position to
    Martok, the General that Gowron was trying to discredit.
  • 2375: Martok
    Gained immense popularity in the Empire for his near-heroic exploits during the Dominion War, and after the war, was finally able to
    purge the Empire of the corruption that had so weakened it in the past.
