Documents of Surrender, The Dominion (2375)

Act of Military Surrender

1. We the undersigned, acting as Supreme Commanders of the Dominion and Breen forces, hereby surrender unconditionally to the Allied Supreme Commanders (or their representatives) of Starfleet Command, the Klingon Defence Forces, and the Romulan Guard, all forces on in space or on planetary surfaces which are on this date under Dominion control.

2. The Dominion High Command will at once issue orders to all Jem'Hadar, Cardassian and Breen units under their control to cease active operations on Stardate 52918, to remain in all positions occupied at that time and to disarm completely, handing over their weapons and equipment to the local Allied commanders or officers designated by representatives of the Allied Command. No warship is to be scuttled, or any damage done to their hull or equipment, and also to machines of all kinds, armament, apparatus, and all the technical means of prosecution of war in general.

3. The Dominion High Command will at once issue to the appropriate commanders, and ensure the carrying out of any further orders issued by the Supreme Commanders, Starfleet Command, Klingon Defence Forces, and the Romulan Guard.

4. In the event of the Dominion High Command or any of the forces under its control failing to act in accordance with this Act of Surrender, the Allied Commanders will take such actions as they deem appropriate. This Act is written in English, Klingon, Romulan, Dominion Standard, and Breen. The English, Klingon, and Romulan versions are the authentic texts.

Section I: Orders Relating to the Surrender Dominion Forces

1. For the purpose of these orders, the term “Allied Representatives” or “Allied Commanders” shall be deemed to include the Supreme Commanders of Starfleet Command, the Klingon Defence Forces, and the Romulan Guard, and any subordinate commander, staff officer or agent acting pursuant to his orders.

2. For the purpose of these orders all formations, units, and personnel of the Dominion Interstellar Navy, those units Cardassian Central Command still under Dominion control, and the Breen Expeditionary Fleet shall be referred to as the Dominion forces.

3. The Dominion High Command will dispatch within 48 hours after the surrender becomes effective, a responsible Flag Officer to the Allied Commanders, based at Starfleet Starbase Deep Space Nine. This Flag Officer will furnish the Allied Commanders with:

a. Lists of all Dominion and Dominion-controlled warships currently deployed, under construction, or undergoing repair within the Cardassian Union and the Breen Confederacy, detailing their position, condition, and movement.

b. Lists of all Dominion ground forces deployed on planetary bodies within the Cardassian Union and the Breen Confederacy, detailing locations and strengths in officers and men.

c. Details of the precise position and condition of all active and passive ordinance, both planet-based and in space, including planetary defence weaponry, surface-to-orbit missiles, and conventional and subspace-based mines.

d. Details and descriptions of all Dominion military installations, including fuel and munitions depots, ship yards and staging areas, Jem'Hadar breeding facilities, and Vorta cloning centres.

e. Lists of all Dominion and Dominion-controlled merchant ships of over 80,000 metric tons in or out of commission and under construction, including merchant ships formerly belonging to any of the Allied powers which are now in Dominion hands, giving position, condition, and movement.

f. A list of all current codes and identification signals in use by Dominion forces.

g. Locations of all camps and other places of detention of Allied prisoners of war and civilian internees.

h. Another officer with similar information is to be dispatched by unescorted and unarmed vessel to Starfleet Starbase 375, at galactic coordinates 17 mark 347 mark 08, for routing to Starfleet Command.

i. A third officer with similar information is to be dispatched by unescorted and unarmed vessel to Klingon Military Outpost 42, in orbit of L'sghe II, at galactic coordinates 08 mark 31 mark 329, for routing to the Klingon High Command.

j. A fourth officer with similar information is to be dispatched by unescorted and unarmed vessel to Romulan Station 32A, in orbit of Rowan III, at galactic coordinates 05 mark 16 mark 283, for routing to the Romulan High Command.

k. The Dominion vessels transporting the officers dispatched to Deep Space Nine, Starbase 375, Outpost 42, and Station 32A (provided for in paragraphs 3 - 6) are to proceed at a speed not greater than Warp 7 (656 c) and not less than Warp 5 (214 c). They will be met by warships of the respective fleet commands and escorted to their destination. The ships transporting the Dominion representatives are to maintain a continuous transmission on subspace frequency 543.301 kCy.

4. The Dominion High Command will provide the following information to the Allied Commanders within eight days of cessation of hostilities:

a. Precise locations of all sublight and interstellar warships, auxiliaries and armed atmospheric craft operating under the orders of the Dominion High Command stating particulars of the operational unit to which they are attached, giving approximate totals of all personal embarked in each vessel.

b. A statement of the organizations of all planetside commands, giving location of all military establishments, including facilities for experiment and research, with names of all Vorta Commanders in each establishment.

c. Lists of stocks of antimatter and dilithium at, or in the vicinity of, all ports and stations within Dominion-occupied space.

d. A statement of location of the principal fleet armament depots with approximate overall stocks of each major item held.

5. The following communications information:

a. The location and details concerning all subspace sensor/communication arrays in use by, and under construction for the Dominion fleet, these details to include types and capabilities of all equipment fitted.

b. Details of the current fleet codes and identification signals in force, as well as a list of all call-signs in use by the fleet, and allocation of all frequencies for subspace communication purposes.

c. Full details of all automated defence systems in orbit of Kelvas Prime, Avenal VII, Gilora, Regulak IV, Omarak, Soukara, and Kora II.

6. The Dominion High Command will also furnish the Allied Commanders with three copies of all coding systems which have been, are being, or were to be used by Dominion forces with the necessary instructions for their use and the dates between which they have been or were to have been used.

7. The Dominion High Command will forthwith direct all Jem'Hadar and Breen warships, auxiliaries, merchant ships and other craft to comply with the following instructions:

a. All sublight and interstellar warships, auxiliaries, merchant ships and other craft in orbit or in spacedock are to remain in position pending further directions from the Allied Representatives.

b. All other sublight and interstellar warships, auxiliaries, merchant ships and other craft are to report their positions clearly and immediately to the nearest Starfleet, Klingon, or Romulan subspace communications station on subspace frequency 567.419 kCy, and are to proceed to the nearest Dominion or Allied port or such ports as the Allied Representatives may direct at a speed not greater than Warp 7 (656 c), and remain there pending further directions from the Allied Representatives.

c. All sublight and interstellar warships and merchant ships, whether docked or in space, will immediately disable all targeting systems and power down all weapons systems.

d. All warships will keep their deflector shields deactivated at all times unless in extreme emergency where it is necessary to protect the ship. All dampening fields and sensor countermeasures will be deactivated.

e. The movement of transport along internal space lanes may continue, subject to orders from the Allied Representatives. No vessels moving along internal space lanes will proceed to neutral space.

8. The Dominion High Command will forthwith direct all Jem'Hadar and Breen ground units to comply with the following instructions:

a. All ground units are to remain at their stations pending further directions from Allied Representatives.

b. All ground units on patrol are to report their positions clearly and immediately, and to continue broadcasting their position every 30 minutes on subspace frequency 543.715 kCy.

c. All ground units will immediately power down all surface-to-orbit weaponry and disable all targeting systems.

d. Upon the arrival of an Allied Representative, all personal and portable weaponry will be turned over to Allied forces, and arrangements made to transfer control of military installations to Allied control.

Section II: Orders for the Surrender of All Dominion Forces by the Dominion High Command

Dominion High Command, Cardassia Prime, Issued Stardate 52917.9 Commander Losarin 11 CODE: GZ6-17YTO-A3F

The Dominion High Command, by direction of the Founder, and in compliance with the surrender to the Supreme Commanders of the Allied forces of all Dominion and Breen forces, hereby orders all of its commanders to effect an immediate cessation of hostilities, to remain at their present positions, and to surrender unconditionally to commanders acting on behalf of the United Federation of Planets, the Klingon Empire, and the Romulan Star Empire, as indicated hereafter or as may be further directed by the Supreme Commander for the Allied forces.

Immediate contact will be made with the indicated commanders, or their designated representatives, subject to any changes in detail prescribed by the Supreme Commanders of the Allied forces, and their instructions are to be completely and immediately carried out.

1. The senior Vorta commanders and all surface, orbital, and interstellar forces within the Cardassian Union shall surrender to representatives of Starfleet Command.

2. The senior commanders of all and all surface, orbital, and interstellar forces of the Cardassian Central Command which remain under Dominion control shall surrender to representatives of Starfleet Command.

3. The senior Breen commanders and all surface, orbital, and interstellar forces within the Cardassian Union shall surrender to representatives of the Romulan Guard.

4. The senior Breen commanders and all surface, orbital, and interstellar forces within the Breen Confederacy shall surrender to representatives of the Klingon Defense Forces.

The Dominion High Command further orders its commanders in the Cardassian Union, the Breen Confederacy, and any units remaining within the terrirories of the UFP, the Klingon Empire, or the Romulan Empire to disarm completely all forces of the Dominion or under Dominion control, wherever they may be located, and to deliver intact and in safe and good condition all weapons and equipment at such time and at such places as may be prescribed by the Allied commanders indicated above.

1. The Dominion High Command shall furnish to the supreme commander for the Allied forces within 36 hours of receipt of this order complete information with respect to all areas under Dominion control as follows:

2. Lists of all Dominion and Dominion-controlled warships currently deployed, under construction, or undergoing repair within the Cardassian Union and the Breen Confederacy, detailing their position, condition, and movement.

3. Lists of all Dominion ground forces deployed on planetary bodies within the Cardassian Union and the Breen Confederacy, detailing locations and strengths in officers and men.

4. Details of the precise position and condition of all active and passive ordinance, both planet-based and in space, including planetary defense weaponry, surface-to-orbit missiles, and conventional and subspace-based mines.

5. Details and descriptions of all Dominion military installations, including fuel and munitions depots, shipyards and staging areas, Jem'Hadar breeding facilities, and Vorta cloning centres.

6. Lists of all Dominion and Dominion-controlled merchant ships of over 80,000 metric tons in or out of commission and under construction, including merchant ships formerly belonging to any of the Allied powers which are now in Dominion hands, giving position, condition, and movement.

7. A list of all current codes and identification signals in use by Dominion forces.

8. Locations of all camps and other places of detention of Allied prisoners of war and civilian internees.

9. Dominion forces will insure that all Dominion, Breen, and Cardassian military and civilian vessels remain on planetary surface or in planetary orbit until further notification on the disposition to be made of them.

10. Dominion or Dominion-controlled sublight and interstellar warships or merchant vessels of all types will be maintained without damage and will undertake no movement pending instructions from the Supreme Commanders of the

Allied forces.

Responsible Dominion or Dominion-controlled military and civil authorities will insure that:

1. All Dominion mines, mine fields, and other obstacles to movement on planetary surfaces and in space wherever located be removed according to instructions of the Supreme Commanders for the Allied forces.

2. All aids to navigation be re-established at once.

3. All safety lanes be kept open and clearly marked pending accomplishment of (a) above.

Responsible Dominion and Dominion-controlled military and civil authorities will hold intact and in good condition pending further instructions from the Supreme Commanders of the Allied forces the following:

1. All arms, ammunitions, explosives, military equipment stores and supplies and other implements of war of all kinds and all other war material (except as specifically prescribed in section 5 of this order).

2. All surface, orbital, and interstellar transportation, communication facilities, and equipment.

3. All military installations and establishments including spaceports, drydock facilities, storage depots, permanent and temporary surface and orbital fortifications, outposts and other fortified areas together with plans and drawings of all such fortifications, installations and establishments.

4. All factories, plants, research institutions, laboratories, testing stations, technical data, plans, drawings and inventions designed or intended to produce or to facilitate the production or use of all implements of war and other material and property used or intended for use by any military or para-military organization in connection with its operations.

The Dominion High Command shall furnish to the Supreme Commanders of the Allied forces within 8 days of receipt of this order complete lists of all the items specified in paragraphs A, B, and D of section 6 above, indicating the numbers, types, and locations of each.

1. The manufacture and distribution of all arms, ammunition, and implements of war will cease forthwith.

With respect to Allied and neutral prisoners-of-war and civilian internees in the hands of Dominion or Dominion-controlled authorities:

1. The safety and well-being of all Allied prisoners-of-war and civilian internees will be scrupulously preserved to include the administrative and supply service essential to provide adequate food, shelter, clothing, and medical care until such responsibility is undertaken by the Supreme Commanders of the Allied forces.

2. Each camp or other place of detention of Allied prisoners of war and civilian internees together with its equipment, stores, records, arms, and ammunition will be delivered immediately to the command of the senior officer designated representative of the prisoners of war and civilian internees.

3. As directed by the Supreme Commanders of the Allied forces prisoners of war and civilian internees will be transported to places of safety where they can be accepted by Allied authorities.

4. The Dominion High Command will furnish to the Supreme Commanders of the Allied forces within 8 days of the receipt of this order complete lists of all Allied prisoners of war and civilian internees indicating their location.

5. All Dominion and Dominion-controlled military and civil authorities shall aid and assist the occupation of the Cardassian Union and the Breen Confederacy by forces of the Allied powers.

The Dominion High Command and appropriate Dominion officials shall be prepared on instructions from Allied occupation commanders to collect and deliver all arms in the possession of the Cardassian and Breen civilian populations.

This and all subsequent instructions issued by the Supreme Commanders of the Allied forces of other Allied military authorities will be scrupulously and promptly obeyed by Dominion and Dominion-controlled military and civil officials and private persons. Any delay or failure to comply with the provisions of this or subsequent orders, and any action which the Supreme Commanders of the Allied forces determines to be detrimental to the Allied Powers, will incur drastic and summary punishment at the hands of the Allied military authorities.

Section III: Orders Relating to the Withdrawal of Dominion Forces

1. For the purpose of these orders, the term “Allied Representatives” or “Allied Commanders” shall be deemed to include the Supreme Commanders of Starfleet Command, the Klingon Defence Forces, and the Romulan Guard, and any subordinate commander, staff officer or agent acting pursuant to his orders.

2. For the purpose of these orders all formations, units, and personnel of the Dominion Interstellar Navy, including all Jem'Hadar personnel and Vorta supervisors, shall be referred to as the Dominion forces.

3. The Dominion will withdraw all armed forces from the Alpha Quadrant via the Bajoran Wormhole.

4. Any and all remaining warships, equipment, and materiel are to be transferred to the control of the local Allied commanders.

5. Unreasonable attempts to hinder or delay the evacuation may be considered a breach of the armistice and may be acted upon accordingly by the local Allied commanders.

6. The Dominion High Command will order the evacuation and transfer of command of the shipyards at Kelvas V, Omarak, Trelka V, and Avenal VII, as well as any military research facilities, no later than Stardate 52958.8. The Vorta commanders will provide detailed instructions regarding station operations and any security measures implemented.

7. All Dominion personnel, both military and civilian, will be evacuated from the planetary surfaces:

a. All Dominion personnel will follow precisely the instructions for specific planetary withdrawals given by the local Allied commanders.

b. All Dominion personnel will board unarmed transports which will be specified by the Allied commanders and prepare to return through the Bajoran Wormhole.

c. These transports will continually broadcast their present position and identity on subspace frequencies 563 - 565 kCy, and are to wait for Allied escort.

d. Under Allied escort, the transports will proceed to the Bajoran Wormhole and return to the Gamma Quadrant.

e. All planetary evacuations must be complete no later than Stardate 52985.9.

8. All Dominion personnel must depart the Alpha Quadrant by no later than Stardate 53000.0.

9. Following the evacuation, the Bajoran Wormhole is hereby closed to all armed Dominion vessels, or any vessel transporting Dominion military personnel.

Section IV: Orders Relating to the Occupation of the Breen Confederacy

1. For the purpose of these orders, the term “Allied Representatives” or “Allied Commanders” shall be deemed to include the Supreme Commanders of Starfleet Command, the Klingon Defence Forces, and the Romulan Guard, and any subordinate commander, staff officer or agent acting pursuant to his orders.

2. For the purpose of these orders all formations, units, and personnel of the Breen Expeditionary Fleet shall be referred to as the Breen forces.

3. The Breen Confederacy, within her frontiers as they were on Stardate 52575.0, will, for the purposes of occupation, be divided into three zones, one to be allotted to each power as follows (see related map):

a. A zone containing the following star systems and the surrounding regions, to be allotted to the United Federation of Planets: [CLASSIFIED];

b. A zone containing the following star systems and the surrounding regions, to be allotted to the Klingon Empire: [CLASSIFIED];

c. A zone containing the following star systems and the surrounding regions, to be allotted to the Romulan Star Empire: [CLASSIFIED].

d. The occupying forces in each zone will be under a commander in chief designated by the responsible power. Each of the three powers may, at its discretion, include among the forces assigned to occupation duties under the command of its commander in chief, auxiliary contingents from the forces of any other Allied power which has actively participated in military operations against the Breen Confederacy.

e. The Breen System, including the Breen Homeworld, will be occupied by forces of each of the three powers. An inter-Allied governing authority consisting of three commandants, appointed by their respective commanders-in-chief, will be established to direct jointly its administration.

4. The Breen Expeditionary Fleet and other armed forces shall be reduced and/or dismantled according to the following provisions:

1. In compliance with the Act of Military Surrender signed at Deep Space Nine, all Breen warships and other vessels larger than 80,000 metric tons will be handed over to Allied Representatives.

2. By no later than Stardate 53200.0, the total number of active and reserve Breen naval forces in commission must not exceed 1,500 frigates and 550 sublight patrol cruisers. These vessels may be equipped with disruptors of no greater power output than 950 terawatts, and a total stock of 50 photon torpedoes. Under no circumstances may any Breen vessel be equipped with an energy dampening weapon or any derivation thereof.

3. All warships which are not retained in the Breen fleet under the provisions of subparagraph (a) above are to be transferred to the shipyards in orbit of Breen and Portas V to be dismantled under Allied supervision.

4. All Breen ground forces and all other forces or auxiliary organizations equipped with weapons shall be completely disarmed, handing over their weapons and equipment to local Allied commanders or to officers designated by the Allied representatives.

5. The personnel of the formations and units of all forces referred to in subaragraph (d) above shall, at the discretion of the Supreme Commander of the armed forces of the Allied state concerned, be declared to be prisoners of war, pending further decisions, and shall be subject to such conditions and directions as may be prescribed by the respective Allied representatives.

6. All forces referred to in Paragraph (A) above, wherever they may be, will remain in their present positions pending instructions from the Allied representatives.

7. Under Allied supervision, a limited Breen ground force for the purpose of patrolling the borders and maintaining order will be organized. This force will number no more than 8 divisions comprising no more than 30,000 soldiers and 5,000 officers each, and will possess hand weaponry and limited atmospheric position-defence systems only.

8. Breen planetary defence disruptors will be deactivated and dismantled pending Allied control of the system.

9. The Breen armed forces will be devoted solely for the purposes of defence and the maintenance of order within their borders.

5. The Breen armed forces may operate the following installations for the purpose of supporting their units.

1. The shipyard in orbit of the Breen Homeworld will be retained to support active vessels as prescribed in article 6-b, and to replace vessels which are decommissioned.

2. The repair yards at Dsingko III will be reduced in size to fifteen orbital drydocks and two orbital construction factories. The yard will be used solely for the maintenance of existing Breen vessels.

3. One planetary defence garrison may be maintained in each system inhabited by Breen civilians. No more than ten planetary defence disruptors may be deployed on any planetary surface or in orbit.
