The Overlookers are a species from the region of space near the Beta-Delta Quadrant border that is controlled by the Hierarchy.
They are widely known for being highly adept in intelligence-gathering, surveillance, and combat support.

They are also called the "Hierarchy species", due to their constant reporting in.


Physically, this species is humanoid, with dull brown skin, hairless bodies, large foreheads, flat ears, and high-positioned noses.


Overlookers use highly-advanced surveillance technology on passing ships in order to asses them for future raids. Their ships are able to hide in a variety of nebulae, and their cloaking shields rival that of the Romulans or Klingons, if not better. The Hierarchy, which every Overlooker reports to, is meticulous when it comes to use of energy and resources on its vessels. Every planned use of a vessel is to be reported and consulted with the Hierarchy, so they may calculate maximum efficiency.





The Hierarchy

Every Overlooker reports to the centralized government. It is unknown whether the Hierarchy is made up of other Overlookers. Overlookers on a starship regularly consult their government using a special communication system. To the best of Federation knowledge, this system is detailed on a sort of PADD, then entered in a slot next to a display, which is cylindrical in form. After a few moments, rectangle colored lights appear on the display to indicate the Hierarchy's decision. Due to the quick response time, it has been theorized that either the Hierarchy is extremely well organized, a limited number of people have consent to make decisions, or decisions are made via computer analysis.


Different attack patterns

Attack patterns are numbered according to their increasing levels of energy expenditure:

  • Type 1: Unknown
  • Type 2: Unknown
  • Type 3: four vessels come up on the target while cloaked, decloak within its direct vicinity, and fire a warning shot across the shields
  • Type 4: involves rotating phaser frequencies and firing the first shot as a direct hit, before contacting the target and placing an ultimatum


Culture

The social and working ethics differ dramatically from Star Fleet. Every crew member on an Overlooker ship has one duty and work station, have hardly any social contacts, and only limited access to the ship.

Overlookers are rotund in appearance, with a nonathletic build, though it is unknown what this species has in the way of foodstuff.


Some members of species have been known to leave their territory and explore other areas of space.



Fun Fact:
An Overlooker/Hierarchy survey vessel was one of the many that got trapped within the subspace anomaly known as the Void.
