Kashyk, a Devore.

The Devore are a warp-capable, humanoid species native to the Delta Quadrant. Their distinguishing features are a series of delicate ridges over the eyebrows and down the bridge of the nose.

The Devore are part of the xenophobic organization the "Devore Imperium." In 2376, this organization controlled eleven star systems, of which were spread out over three sectors. Devore, and the Imperium, have a deep mistrust of telepaths, and every "gaharey" (outsider) starship that passes through their space is meticulously searched for those with telepathic abilities.

The Devore Imperium is known to posses warships, which are equal to a Federation Intrepid-class starship. They also have scout ships, both of which are equipped with transporters, as well as refractive shielding that can hide them from long-range sensors.

Known History

In 2375, the USS Voyager spent several weeks crossing the territory of the Devore Imperium. Their journey was complicated by the presence of telepaths aboard: two Vulcan crew members, as well as twelve Brenari refugees. To conceal them from Devore inspection teams, they were held in transporter suspension. Unexpectedly, a Devore inspector claimed he wanted to defect, and told Captain Janeway that the transport vessel for the refugees was a trap for the Starfleet ship. Suspecting deception, Janeway misled the inspector, and helped the refugees find safety.

Culture

A militaristic and xenophobic people, Devore avoided interaction with others, and others avoided interactions with the Devore. Non-Devore were labeled "gaharey", a word that meant "strangers", and any outsiders found within Devore space were subjected to meticulous inspections. One Devore law (Imperative 32, Codicil 626) stated: "All [outsider] vehicles that deviate from prescribed flight vectors will be impounded, [and] their crews detained and relocated."

The Devore are prejudiced against telepaths, and believed they were incapable of trust, due to their ability to reads minds. Devore Imperium law (Imperative 12, Codicil 6) stated that to harbor or aid a telepath was grounds for immediate arrest, and both the telepath and the associate[s] sent to detention centers. Devore soldiers undergo years of mental training to prevent their minds from being read.
