A civilian is a person who does not belong to Starfleet in an official capacity. They cannot be described as an Officer or an Enlisted person. They can also be members of a species not inducted into the Federation. A civilian can be a schoolteacher, a non-Federation cargo crewmember, or a child. Part of a Starfleet Officer's responsibilities included protecting civilians, and ensuring these people were safe. When ejecting escape pods, for example, civilians often are first on the list.

Unfortunately, politicians and terrorists are known to use civilians as pawns in their plans, and the phrase "civilian casualties" is seen as more tragic than deaths of soldiers during times of war.
