The Brenari are a humanoid species located within the Delta Quadrant. They possess innate telepathic abilities, and for this reason they suffer oppression by the Devore Imperium.

Physiology

Physically, the Brenari are indistinguishable from Humans, aside from two short ridges situated between their eyebrows. These ridges reach up into the lower forehead, where they curve away from each other. They are present from birth.

As well as communicating verbally, the Brenari are also able to communicate telepathically. They can both broadcast their thoughts and read the minds of others, including the minds of non-telepathic species. They do not appear to possess any psychic abilities aside from standard telepathy.

History

The relatively small and peaceful Brenari civilisation was based in a region of space bordering the Devore Imperium. Since the Devore were extremely suspicious of outsiders, particularly telepaths who they believed violated fundamental trust by potentially reading Devore minds, they began persecuting the Brenari once they became aware of them and their telepathic abilities. They regularly sent out ships to capture groups of Brenari, sending them to detention centers. Officially, captive Brenari were sent to these places to be incarcerated indefinitely, but in reality they were often imprisoned only for short amounts of time before being being killed.

The United Federation of Planets made first contact with the Brenari when the USS Voyager rescued a group of twelve Brenari refugees who had been bound for a detention center. The ship's Captain agreed to smuggle the Brenari through Devore space, intending to deliver them to a transport vessel which was awaiting them in a nebula. Once on board this vessel, they would be taken to a wormhole which would lead them out of Devore space to safety. However, the Devore carried out regular inspections of Voyager every time it was picked up by one of the Devore's scanning arrays. Though these inspections were thorough, the Brenari, as well as the telepathic Voyager crew members, were kept hidden by being placed in transporter suspension within a cargo bay containing contaminated antimatter, which blocked the Devore's sensors.

Though one Devore inspection team came close to recapturing the Brenari refugees, they eventually managed to escape when Voyager delivered them directly to the wormhole and sent them through it in a Star Fleet shuttlecraft.

Since the only contact the Federation has had with the Brenari was with these twelve refugees, none of whom returned to their homeworld, it is conceivable that the Brenari government and the vast majority of Brenari citizens remains unaware of the existence of Star Fleet and the Federation.
